What Health Care Reform Means to You Right Now

Congress passed historic Health Care Reform three months ago and already many important benefits are beginning to take effect. I wanted to give you an update on that progress.

For seniors: Health Reform will close the notorious “donut hole,” which is a gap in prescription drug coverage. This month Medicare began mailing $250 checks to seniors who have fallen into the donut hole. We’ve all heard heartbreaking stories about seniors forced to choose between paying for groceries and filling their prescriptions, and I’m proud to say that this $250 rebate check is the first step in closing the donut hole completely.

Beginning next year, seniors who fall into the donut hole will get 50 percent discounts on brand name drugs. The donut hole will also begin to shrink next year, and it will soon close completely. For further information about benefits for seniors, please click here.

For small businesses: Already, over 500,000 California small businesses are eligible to apply for small business tax credits. These credits, available for companies with fewer than 25 employees and average wages under $50,000, will make it easier for them to provide health insurance to their employees.

Once the new state exchanges – marketplaces where small businesses and individuals can purchase health insurance – are up and running, small businesses will benefit from access to more affordable plans by leveraging group purchasing power currently only available to larger businesses. More information and frequently asked questions about how the new law helps small businesses can be found by clicking here.

For young adults: On September 23, 2010, insurance plans must allow parents to keep their children on their plans through age 26. I’m pleased to report that the Secretary of Health & Human Services began working with insurance companies to urge them to implement this provision earlier than required by law and many have already begun to allow children to remain on their parents’ insurance plans. This couldn’t come at a better time as many young adults have just recently graduated from college, but don’t yet have employment that provides health insurance. A helpful recap of how Health Reform benefits young adults can be accessed here.

Consumer protections: Too many of my constituents have told me about routine abuses by insurance companies: denial of coverage for having a “preexisting condition,” which in some cases has included Caesarian sections or being a victim of domestic violence; dropping of coverage for people who become sick or are injured in an accident; and cutting off coverage when a patient’s health costs reach a certain dollar amount.

Health Reform is ending these abuses. This year’s reforms include prohibiting insurance companies from placing lifetime limits on your coverage, prohibiting discrimination against children for so-called “preexisting conditions,” and putting an end to recissions (the practice of dropping people when they become sick or injured). Further consumer protections will take effect soon.

Other first-year benefits: Beginning on June 21, a new program to encourage employers to offer coverage to early retirees will take effect. Ten days later, a new program to help individuals with preexisting conditions obtain more affordable coverage will start. And in order to shore up our nation’s health care workforce, an additional $250 million in scholarships, grants and loan repayment programs for training primary care physicians, physician assistants and nurses will be made available over the coming months. A full list of benefits taking effect in the first year can be found here.

You can also access a complete health reform implementation timeline here, and find more information on the Health Reform page on my website. Feel free to forward this to your family and friends.

I know that you failed to even read the bill and are just pushing the typical democrat talking points but you forgot to mention all the taxes and more pressure on emergency rooms.

Oh and I just got a hike in my premiums.

That's quite an incoherent comment you've got there, "jukin."

For example, you say you "just got a hike in my premiums." Are you suggesting that the bill, which has yet to go into effect, caused that? Isn't it just the typical cynical manipulation of rates by your insurance company? Treating you like they always have, raising premiums on their timetable?

And since the passage three months ago of the Health Care Reform act, you have seen a rise in emergency room activity? Could you please cite your source?

And please let me know what "all the taxes" means; I believe your taxes went down this year, unless you are fortunate enough in the top 5% income bracket of US taxpayers.

I agree - an incoherent, "right wing talkng-points" statement from jukin.

The benefits of the HCR are going to be phased in over several years. This article discusses the immediate benefits just starting to take effect NOW. That is NOW. How can anyone have measured the increased pressure on emergency rooms between NOW and NOW?

The pressure on emergency rooms is because over the last eight years more and more people could not afford health insurance. This bill will cover more people, hence less pressure on emergency rooms. Simple logic.

Which plan increased your coverage? I believe a couple of companies had to rescind their increases because they made math "mistakes".

People are so simple... "you cannot deny coverage for a pre-existing condition?? oh yaaaay! they cant deny me!!! im so excited!! that means my diabetes is free right???"

    No idiot.

They can charge you whatever they want for your condition. Just because they cant deny you doesnt meant they cant charge you 10 grand a month for your coverage. This bill put no caps on anything as far as costs, to the insurance payers, or to the taxpayers, or to the drug seekers.

Oh and as for your donut holes? ENJOY IT WHILE IT LASTS! the more money we pump into medicare the faster it will go bankrupt and dissolve completely. better stock up on those prescription DRUGS while you can nanny crackpot, and start cutting pills in half.. you are in for one mean withdrawl scenario pretty soon.

Chester, how do you feel about the fact that medicaid payments do not typically cover the cost of the actual service received (they cover about 70% and the remainder is added to insured patient care costs) is that not a tax?

show me a 26 year old child and i will show you someone who needs a spanking.

sounds like a few posters need a spanking...
and a reality check. I was supposed to get a premium hike too in April, but hasn't happened since the gov. called out the insurance companies for what they are, in fact, why didn't the government just abolish them all? What do they do besides hold us for ransom? all this nonsense about democrazies and repugnants..... Polytrix is for kids.

The new Health Care Bill will be a huge financial windfall for the insurance industry. In the past they made money by only insuring (selecting) the healthiest people and dropping people that needed catastrophic care. Now they will receive an enormous influx of money from literally millions of new healthy customers that will far out weigh the cost of their fewer sick ones. Since they can no longer deny coverage to sick patients there will be one primary way for them to make money. That is, getting new paying clients. The new law supplies a constant, never ending stream of new paying clients, 100% guaranteed, forever. Companies industry wide will aggressively compete for those new clients resulting in better coverage at lower prices. What company would not be ecstatic about a continuous flood of new paying customers, guaranteed? Industry profits will explode.
As absolute proof I offer the auto insurance industry as an example. When the mandate to purchase auto insurance went into effect the industry boomed. New companies offering lower rates and better coverage sprang up everywhere and still today, 22 years later, you can't sit through a 30 minute sit-com without an Esurance cartoon or a little green lizard trying to save you 15% in 15 minutes.

The ObamaCare bill is the establishment of Dhimmitude and Sharia muslim diktat in the United States . Muslims may be specifically exempted from the government mandate to purchase insurance, and also from the penalty tax for being uninsured. Islam considers insurance to be "gambling", "risk-taking" and "usury" and is thus banned. Muslims may be specifically granted exemption based on this. How convenient. So I John Smith, as a Christian, will have crippling IRS liens placed against all of my assets, including real estate, cattle, cars and etc. and even accounts receivables, and will face hard prison time because I refuse to buy insurance or pay the penalty tax. Meanwhile, Louis Farrakhan will have no such penalty and will have 100% of his health needs paid for by the de facto government insurance at our expence. Non-muslims will be paying a tax to subsidize muslims. Period. This is Dhimmitude.

Dhimmitude serves two purposes: it enriches the muslim masters AND serves to drive conversions to islam. In this case, the incentive to convert to islam will be taken up by those in the inner-cities as well as the godless Generation X, Y and Z types who have no moral anchor or belief in God! If you don't believe in Christ to begin with, it is no problem whatsoever to sell Him for 30 pieces of silver. "Sure, I'll be a muslim if it means free health insurance and no taxes. Where do I sign, brother?" Now all you Obama voters get in line for your free stuff!...However, I suggest you don't hold your breath!...

"Muggy," your argument is so clouded in mis-information and far-fetched hypotheticals that I don't know how to help you; except to point out that Snopes.com covered this email (the same one you cleverly cut & pasted) back in April:
    http://www.snopes.com/politics/medica...

I know your hatred of Obama's muslim takeover is blinding you, but you may wish to look that up as well.

I really don't want the IRS to issue that lien against your cattle.
