Sheriff Bill Brown’s department has lost 91 positions over the last four years because of budget cuts, and staffing levels equal those from more than a decade ago.
And now, as the federal government works on its own budget, Brown might find himself in more of a pickle, thanks to proposed cuts at that level. Last month, the House Appropriations Committee proposed discontinuing funding for the State Criminal Alien Assistance Program (SCAAP), which dishes out cash to state and local agencies to help offset costs of housing criminal aliens in jail facilities.
The sheriff received $576,500 out of $128.9 million in SCAAP funding awarded to California last year. Of that $128.9 million, $88.1 million went to the state, and $40.8 million was distributed to counties. “In years gone by, it hasn’t been as big of a chunk of the budget as it is now,” Brown explained.
Concerned the funding might be slashed, Brown wrote a letter to Representatives Lois Capps and Elton Gallegly, along with Senators Barbara Boxer and Dianne Feinstein, outlining how — as a result of the cuts — the sheriff “would almost certainly have to lay off four or five custody deputies.”
The percentage of undocumented aliens in County Jail sits anywhere between 12 and 18 percent, while custody operations cost the county approximately $40 million last year. Breaking the numbers down, that means between $4.8 million and $7.2 million is spent annually housing illegal immigrants in the county jail.
This is but the beginning of a long process on Capitol Hill, but Capps, in response to Brown’s letter, said she would be working to get the funding restored. “The proposed elimination of funding to help California cover the cost of incarcerating undocumented criminal offenders is yet another example of the misplaced priorities of the majority in the House of Representatives,” she said.
“The State Criminal Alien Assistance Program has long enjoyed bipartisan support from members of the California delegation, and I’m disappointed that’s not the case this year. The elimination of this funding is particularly egregious given that House Republicans have shown no appetite for taking up comprehensive immigration reform.”

I don't understand how comprehensive amnesty would help in this situation. The "undocumented criminals" in jail would become full-fledged citizens and we'd never be able to get rid of them. But today's undocumented criminals are tomorrow's amnestied Democratic voters, so maybe that's what Capps wants.

The problem is that they have committed local crimes that they most first be charged and tried here. It is not fair to have local governments burden themselves with a federal problem.

Rather ignorant comments so far. People are arrested and placed in jail then subsequently it may come to light they are illegal immigrants. They are currently identified and turned over to INS for transportation and possible deportation. It takes time and in the mean time you have to house, feed, and provide personell to operate to jail where they are at. Ignorant people are impatient but that is how it is. Someone has to pay for the operations and if not from one funding source then another or cut services.

Rather ignorant comment by rabbitrun. There is no more INS -- the interior immigration enforcement arm of DHS is ICE. The problem is that ICE often refuses to take custody of illegal aliens committing "minor" infractions, such as DUI, identity theft and welfare fraud.
In fact, ICE released an "administrative amnesty" memo to its agents, directing them to exercise prosecutorial discretion, i.e. avoid arresting illegal aliens with children, illegal aliens in college, illegal aliens who may be eligible for a future amnesty, and so on.

I your boat springs a leak, do you just bail, or do you plug the leak before you start bailing? We need to plug the damn leak! Our southern border security is a joke. The enforcement of laws against employers that hire illegal aliens is a joke. Aside from what the teacher's unions have done to the public school system, illegal aliens have turned that into a joke. Illegals taking full advantage of welfare and food stamps is a joke. Plug the damn leak! And, once we plug the leak, make it so difficult for ANYONE who is in this country illegally to continue living here, that they self-deport. People are always asking, "What do you propose we do? Round them up and deport them all?" No. Once the goodies stop, they'll see no reason to live here. Unlike LEGAL immigrants, these illegals are not here because they want to be Americans. They're here for the giveaways they know they're going to invariably get. And, it just keeps getting better for them; In state tuition, scholarships, the Dream Act, where does it end? I'm surprised we haven't already come up with all spanish speaking schools and tuition free all spanish speaking colleges. Gringos need not apply.

waz: Great idea hermetically sealing the border. It's worked so well in keeping our weapons from crossing the border into Mexico to be used in drug cartel killings, keeping Mexican black tar heroin from out of the U.S., not to mention cocaine and cannabis. A kilo of heroin or cocaine is a lot smaller and easier to hide than a human being, though, so keeping people out should be no problem. Email ICE ASAP.

Hey, 14noscams. Where did you get the idea that the southern border was ever "hermetically sealed", let alone even adequately protected. The problem is that the border is not, nor has it ever been, protected to the degree that it should be. And, you might want to talk to Holder and Obama about "Project Gunrunner". That little operation allowed some 2,500 firearms to enter Mexico with the full knowledge of the ATF and Holder. It has been determined those firearms have been used in many of the border killings of late. Most of the firearms the drug cartels have been using throughout their operation came from China, corrupt Mexican cops, and corrupt Mexican military. Now, I know The Independent is where you get probably get most of your news, but don't count on them to report such an Obama brain fart as Project Gunrunner. Also, you were in such a hurry to say how securing the border wouldn't work, that you completely ignored my point about illegals self-deporting. And, the most glaring exclusion of all was; What the hell you would do about it?!
