What steps, if any, the Carpinteria City Council might take to publicly rebuke Councilmember Joe Armendariz for his second major drunk-driving incident in five years was postponed for three weeks Monday night because there weren’t enough councilmembers on hand to cast three votes. Councilmember Brad Stein was sick, and Kathleen Reddington was 25 minutes late. By the time Reddington appeared, many of the 30 or so people who showed up to speak about Armendariz had left.
Reddington, according to Mayor Al Clark and Councilmember Armendariz, is often late to meetings, but usually by only 10 minutes or so. Some members of the public grumbled about having seen Reddington’s car parked in the City Hall parking lot. Reddington, who gave no explanation for her tardiness, suggested the council allow Armendariz a leave of absence so he could check himself into a rehab program rather than vote to censure him, ask him to resign, or to strip him of his committee assignments.
Two months ago, Armendariz drove off Highway 101 and crashed into a tree while driving more than twice as intoxicated as the legal limit. He sustained an injury to his neck that required two days in the hospital; no one else was harmed. As pugnacious as he is conservative, Armendariz has few friends on the council, and the votes appear to be there for some vote of public disapproval. The council lacks the legal authority to force Armendariz to step down.
In the weeks since his accident, City Council meetings have become the focus of ongoing political theatrics — much of it spearheaded by Billy Connell, better known as Carpinteria’s “Hot Dog Man.” Connell has sought to impugn Armendariz’s character by dredging up a host of inflammatory personal revelations, which if accurate, could prove embarrassing. Connell appeared Monday night poised to unleash a new volley of fresh revelations, prompting the council to hold a brief discussion with city attorney Peter Brown on how much latitude members of the public must be afforded when addressing the council. Mayor Al Clark wondered if there was “some line” speakers could not cross; Armendariz wanted to know at what point public speakers might be sued for slander, libel, or defamation. All this might be ripe for reality TV, but for small town Carpinteria, this is a violent departure from the normal conduct of political discourse. Armendariz expressed mock disappointment that Monday night’s vote had been postponed, exclaiming, “Rats! I was really looking forward to this.”
In the meantime, Greg Gandrud, the head of the county Republican Central Committee and former Carpinteria city councilmember, called on Armendariz to resign. Despite sharing many of the same conservative beliefs, there’s never been any love lost between the two. Gandrud is openly gay, and Armendariz belongs to an evangelical church. On his Facebook page, an excerpt of which was provided by Gandrud, Armendariz responded to Gandrud’s suggestion with open scorn.
First, he mocked Gandrud for inviting film crews from MTV’s gay reality series Logo into City Hall so they could capture Gandrud’s “Elizabeth Taylor impersonation.” He concluded, “I could get a third DUI and torture a kitten on live television and still be more electable than he is.” When asked about the Facebook post, Armendariz said he makes it a policy to not comment on anything Gandrud says.
The matter comes back to the Carpinteria City Council the second Monday of February.

As for Billy The Hot Dog Man Connell, short of cursing or lighting his hair on fire, the city council has no authority to restrict the content of his raucous public comments. However, the Mayor certainly has the power of the microphone on/off switch and the authority for for directing the Sheriff Deputy to escort anyone out of the room after their two minutes of vox populi.
By the way, Reddington should not so conspicuously duck this train wreck when her own reelection is coming up and Armendariz has already emerged as an issue on the magnitude of Venoco for love or scorn by Carpsters.

The City Council there was much more responsible in the past. You'd never see Donna, Mike Ledbetter or any others in the recent past show up late on a regular basis. Where is the respect for the position Reddington?? You obviously don't have it. And Joe, it's all ego driven with you. You have no desire to do what's best for the community. It's nice to finally have something to agree about with Gangrud. Armendariz' homophobia may in itself be the reason for is reckless alcoholic behavior. The only reason Armendariz is holding on like Castro is to push the off-shore oil drilling decision, an issue his behavior and presence is overshadowing but is ultimately more important.

Your reporting on my controversy has become both sloppy and silly. First, I never said "rats," I said "darn."
But more importantly your attempt to suggest that my ill will toward Greg Gandrud is somehow related to him being gay, hence your reference to my "evangelical" church, is misplaced. Nothing could be further from the truth. I challenge you, or anyone else, to identify a single homophobic statement or position I have taken. My relationship with Gandrud isn't any worse than Salud's is…is Salud [First District County Salud Carbajal] anti-gay or homophobic too? How about [Carpinteria City Councilmember] Brad Stein? He and Gandrud were at each other's throats every meeting, is Brad anti-gay? How about [former Carpinteria councilmember and mayor] Dick Weinberg? How about each and every member of SBCAG [the Santa Barbara County Association of Governments]?
My problem with Gandrud is that he is a shameless, self-promoting, grandstander who is far more interested in making headlines than working with people he disagrees with. And when he decided that my election in 2004 somehow entitled him to a guaranteed second vote to disrupt city council meetings and obstruct the business of the city, and that didn’t happen even though I told anyone who would listen it wouldn't, it was Gandrud who started to attack me and proceeded to undermine me behind my back with my supporters.
And then when he lost his reelection he blamed me for not raising money for him. Bottom line is I didn’t want him to get re-elected and many of the people who supported me didn’t want him re-elected either and they probably wouldn't have given him money even if I had asked them to.
I couldn’t care less who Greg Gandrud sleeps with. And my choice of local churches to attend has nothing to do with who people choose to sleep with, live with, or marry. I have gone on record supporting gay marriage, and I was also opposed to Proposition 8, and even told a reporter from the Independent that when I was interviewed about the issue back in 2009. So your're barking up the wrong tree, my friend.

With the break in the meeting schedule for the Carp city council, Armendariz will have more time to attend his arraignment hearings and consult with his criminal defense lawyers.
He also will get to shop for some more leather vests and post some photos on facebook.

A higher body count, just like it does for a traffic light or stop sign to be errected at an intersection, the higher a number of people are killed the more the need to take action, so the morbid answer to the question would be, when Mr. Armendariz, drives drunk, hits & kills another Carp citizen, will the Carp City Council take action.

The long arm of the law will have their way with him in the mean time. He will get a SCRAM anklet like Lohan. Maybe a device for blowing before he starts his car..ect...Who knows, maybe he will straighten his life out. From the highlights of the Carp city council meetings I have seen on TV, seems like they need to hand out anger management meds before the meetings for some of the citizens approaching the podium. Was someone actually @!#$%@#ing about his dog? Everyone is going to sit on this guy's personal blunders/illness and ignore getting anything meaningful done in the meantime. Good luck with that.

I take huge offensive to people implying or saying the Indy or Nick Welsh would purposely print lies or exaggerations! My son interns there & has worked on stories with Nick so there for you are then calling into question the integrity of my son & what he writes! That does not happen! Get your facts straight before you speak, check court records & hey maybe some of you should have checked Joe out on his many dating sites and those pictures as well, his integrity is in question not the Indy! He needs to go he broke the law, no question about that, his ego is as big as his drinking problem, maybe if he cared about his family and his issue as much as sticking it to those who want him to step down he may finally get it, he has absolutely NO humility, God help him! This "Joe Show" is getting absolutely ridiculous. Joe's private failings aside, his behavior in light of his latest incident proves something that REAL conservatives have seen in Joe for a long time - first and foremost, Joe comes first and foremost. He will sell out any of his principles for political gain. He's sold out the taxpayers and businesses in pursuit of that gain. He thrives on being that precious swing vote on the council, and on more than one occasion has taken stands so abhorrently UNconservative as to make one wonder how anyone would consider him any sort of small-government guy. Joe has burned alot of people who've helped him over the years for that seat he sits in. I hope the voters keep that in mind when his seat comes up again.

Sadly most Conservative "leaders" in this area, from Armendariz to Gandrud to Pappas and Stoker are ripe for ridicule. If the "Conservatives" don''t want to be thought of as clowns then they best stop acting as such.

BTW, this whole "Liz Taylor" thing with Gandrud is borderline slanderous as well. There was no such event, the documentary was very fact-to-life, and was Joe again being the classically-defined douche he seems oddly proud to put on display these days.

I think competition is good but why does the competition so often have to be completely whack as to offer to real choice at all. Historically, this doesn't seem to have always been the case.
Voters aren't asking for a colony on the moon, just sane, rational thoughts and ideas to solve our common problems and advance our common greater good. Not some oil company's greater good that contributed to our campaigns.

I think you are correct. What would be an interesting psychological study is to determine whether they (the 99%) are that way before they run, or if years of compromising their basic ethics (assuming they have any) results in behavior seen by Anthony Weiner, John Edwards, or even on a lesser scale, Lois Capps. (Who insisted--and perhaps believed at the time--that she would not seek another term)

We have to stop! This whole string of comments (both the positive and negative) are just feeding Joe's insatiable ego. I know the guy (and sort of like him), but none of this is doing him or the community any good. I know that I am contributing to the madness with this post. But it is an appeal that it be the last one. The healing is not going to begin for Joe until we all just turn our backs to him and ignore him. It is so sad. He had such potential. He squandered it. Sadder still, that isn't even a new story.
